Position Objectives

 

​The McDowell County Government is seeking a highly motivated and dynamic individual to serve as the Parks and Recreation Director. The Director will oversee the planning, development, operation, and maintenance of all county parks, recreational facilities, and community programs. This position requires a leader with a strong commitment to enhancing quality of life, fostering community engagement, and promoting physical and mental well-being for all McDowell County residents.

Duties & Responsibilities

 

​Leadership & Management:

    • Oversee the daily operations of the Parks and Recreation Department, including staffing, budget management, and long-term planning.

    • Supervise and provide direction to staff, including full-time, part-time, seasonal, and volunteer employees.

    • Foster a positive and team-oriented work environment that promotes employee development and engagement.

  • Program Development & Implementation:

    • Develop and implement a wide range of recreational programs and events for all age groups, including youth sports leagues, senior citizen activities, fitness programs, and special events.

    • Assess community needs to ensure that programs are diverse, inclusive, and accessible.

    • Oversee the planning and execution of special events, tournaments, and seasonal activities.

  • Facility Management:

    • Ensure that all parks and recreational facilities (including sports fields, trails, playgrounds, and community centers) are maintained to high standards for safety, cleanliness, and aesthetic appeal.

    • Oversee facility usage, scheduling, and rentals, ensuring compliance with county policies and regulations.

    • Coordinate and supervise the maintenance, renovation, and development of parks and recreational infrastructure.

  • Budget & Financial Management:

    • Prepare, manage, and monitor the departmental budget, ensuring the efficient allocation of resources.

    • Seek out grant opportunities, sponsorships, and partnerships to supplement funding for recreational programs and projects.

    • Ensure that expenditures are tracked, and the department operates within budgetary constraints.

  • Community Engagement & Partnerships:

    • Establish and maintain strong relationships with community organizations, local businesses, schools, and other stakeholders to enhance recreational offerings and collaborative efforts.

    • Conduct outreach to engage community members in recreational programs and solicit feedback to improve services.

    • Represent the department at public meetings, events, and governmental meetings.

  • Strategic Planning & Development:

    • Lead the strategic planning and development of new parks and recreational facilities in alignment with the county’s growth and community needs.

    • Stay informed of best practices, trends, and emerging opportunities in parks and recreation and apply them to department operations.

  • Compliance & Risk Management:

    • Ensure all parks, recreational facilities, and programs comply with local, state, and federal regulations.

    • Develop and implement safety procedures, risk management strategies, and emergency response plans to protect both the public and staff.

Minimum Requirements

​

  • Education:

    • Bachelor’s degree in Parks and Recreation Management, Public Administration, or a related field. A Master’s degree is a plus.

 

  • Experience:

    • 3+ years of experience in the field of Parks and Recreation. 

    • At least 3 years in a leadership or supervisory role.

    • Experience in budgeting, program development, and facility management.

    • Grant writing and securing sponsorships or funding for public programs is preferred.

    • Certification as a Certified Park and Recreation Professional (CPRP) is a plus.

 

  • Skills:

    • Strong leadership, communication, and interpersonal skills.

    • Ability to develop and manage budgets effectively.

    • Proficiency in Microsoft Office Suite and recreational management software.

    • Ability to work effectively with diverse populations and engage community members in recreational programs.

    • Strong problem-solving and organizational skills.

  • Certifications (Preferred, but not required):

    • CPR and First Aid certification.

    • Certified Park and Recreation Professional (CPRP) or other relevant certifications.

 

Physical Requirements:

 

  • Ability to walk, stand, or sit for extended periods.

  • Ability to lift and carry up to 50 pounds occasionally.

  • Ability to work outdoors in various weather conditions, including during evening or weekend hours when necessary.
